The debug console in Witcher 3 can be accessed via a mod at Nexusmods. There are a lot of commands available to add items, spawn monsters and to do other fun things. The information on this page is gathered from the comments on the mod-page and from my own research. Thought it would be convenient to gather the commands like this. You are welcome to contribute to this list.
Here is a tested list for XCOM 2 console commands. I found some of these commands myself and others have been gathered from all over the net. I also created an online tool to class change and buff your Soldiers, to facilitate the process.
If you have been working with the Skyrim console you realize that some tasks are super tedious. For example adding perks, removing perks. Noone wants to type in 50000 hex codes and here is where this little utiliy come in!

As requested I created a savegame at White Orchard (after the first scene in Kaer Mohren) with Geralt and Ciri. Geralt is at Level 70, with Set Armor, Swords Mutagens, Glyphs and Runes. Ciri has all abilities, Charge, Blink, Rage, Meteor and various Quest Buffs.
